Presidential Legislative Decree No. 6/15 of 27 October 2015 Whereas within the framework of the national development strategy it is imperative to implement policies that promote the creation of a diversified and competitive business fabric with strong potential for employment promotion; Bearing in mind that Special Economic Zones are an economic model that has been successfully used in other developing countries in order to create industrial clusters and to be an important catalyst for economic growth; Given that Presidential Decree no. 49/11 of 9 March, only regulates the Special Economic Zone of Luanda-Bengo; There is a need to establish the rules of establishment, organization and operation applicable to all Special Economic Zones inspired by the best international practices adjusted to the local reality; The President of the Republic, in accordance with legislative authorization granted by the National Assembly, pursuant article 1, of Law 18/15, of 21 August and under the terms of article 120 h) and paragraph 1 of article 125, both of the Constitution of the Republic of Angola, decrees the following:
